The EIPA is a tool that evaluates the voice-to-sign and sign-to voice skills of interpreters who work in the elementary through secondary classroom.

Many states require a certificate of competency using the EIPA in order to work as an educational interpreter. The chart shows which states require the EIPA and the EIPA level required as a minimum standard. For example, in Colorado, Wisconsin and Louisiana an interpreter must have an EIPA score of at least 3.5 in order to be provide interpreting services in the school setting. Many states have additional requirements, such as university credit, continuing education units, and criminal background checks.

Some states are using EIPA as a precursor for establishing a certification system. For example, the state of New York has used the EIPA as a diagnostic assessment tool for three years to rate interpreter performance and design professional plans. Such plans help interpreters determine the professional development (training, workshops, classes) needed to further educational interpreter abilities.
